Are nominated by a State or Territory government agency and are issued an invitation:

on or after 11 March 2019 to make an application for a Subclass 190 (Skilled nominated) visa.
on or after 11 December 2019 to make an application for a Subclass 491 (Skilled Work Regional (Provisional) (State or Territory government agency nominated)) visa.
